So trying to crank the landing legs on the Scamp 19 and I get no movement up or down. The gears and the rod that goes between the legs turns fine, but nothing is happening. Where do I look for the problem and how to repair. It did work fine when we brought it in, but is not working now.

I once raised the L/G too high trying to lower the nose when parked on an incline. I sheared a pin on the connecting shaft next to the door side L/G . The shaft rotated but the door side L/G did not work. Good thing I found a nail in the bottom of my tool box to replace the pin. From then on I carried the Hwd. to replace the pin.
As I remember the crank handle turns in the opposite direction you would think it would to raise or lower the L/G. You may have raised your L/G too high and sheared some pins in your gear boxes, easy to do if you are using a drill motor to lower or raise your L/G. I think E trailer sells a L/G gear rebuild kit.

My newer 5er, had upper limit marks on the L/G.

That doesn't sound too daunting if that is what it turns out to be. I'm assuming when you pull the cap on the top of the legs it will be fairly obvious. Is it easy to reach the pins and replace them?

I sheared the pin on the crossover shaft, I think you should be able to see what's going on if you pop the caps. Things shear when the LG are raised too high.
Front end was up pretty high so I imagine that's what happened.
